I run this on linux(but other OSs are supported) even though it's slightly process hungry it will work perfectly, even just in "seamless" mode in which the windows on the virtual machine become integrated with my real machine desktop.
Developing on a Mac Mini works very well: it's not the quickest machine available (especially when you are looking at disk access) and expandability is limited, but unless you are planning on building huge projects, you ought to be fine.
Running OS X on any non-Apple hardware (whether virtualized or not) is really a violation of the license agreement, which means you don't wish to go down that road.
